Introduction to Fire Safety Management The law regarding Fire Safety changed on the 1st October 2006 with the introduction of the Regulatory Reform (Fire and Safety) Order (RRO). The RRO is now the principal legislation for fire safety in the UK. All previous fire legislation has been repealed. The new legislation makes employers solely responsible for fire safety within their workplaces. As “duty holders”, they are required to undertake “suitable and sufficient” fire risk assessments (FRA) for all locations they have control or partial control over. A FRA is not a document to be filed away once carried out. It is a live document requiring ongoing steps to be taken to control any risks identified “so far as is reasonably practicable”. In addition, with the introduction of the Corporate Manslaughter and Corporate Homicide Act on 6th April 2008 there is a heightened sense of urgency for duty holders to ensure an effective fire management programme is in place.
